Spurs would fall foul of new rule changes

Tottenham undertake a lot of scouting in Holland, it is a league we have identified as producing a lot of young talent.

While we have to buy players for now we also have to buy players who will be ready in a year, 2 years and beyond, if they do 36 months before they are 21. The Premier League determines a players age on January 1st of the year the season begins in. Thus for the season coming any player 21 after January 1st 2015 is still considered to be 20 and does not have to be named in a 25 man squad, 21 and over they do have to be named to play.

In addition we have to be aware of new rule changes. At the moment the FA want to change the home-grown rule over the next 4 years from 2016. Currently we do not comply with their proposed changes and if implemented we would have to amend our transfer policy.

The proposed changes are that a player has to be with a club from the age of 15 to qualify as home-grown, non home-grown players to be reduced from 17 to 13 so we would have to sell 4 overseas players and replace them with home-grown. In addition 2 of the home=grown players must be club trained so we would meet that criteria with harry Kane and Ryan Mason for instance.

Retaining players like this then is important right now which is a plus for Tom Carroll and another reason to keep him at the club, as well as Alex Pritchard or Andros Townsend. If you go on forums fans are usually wanting the British players sold and big overseas names bought.

Our strategy of producing our own players fits in with the new proposed rules. In the meantime we still need to be buying 17-year-olds to get them qualified as home-grown should the proposed changes not be implemented.

UEFA wants clubs to produce more of their own players, they want more English players playing for clubs in England, more Italians playing in Italy etc. Restraint of trade prevents them from making rules insisting you must x number of English in an English team, thus home-grown was introduced. The aim now is to tighten that rule to try and force more nationals into clubs in their own country, there are rules preventing the movement of under 15's unless certain conditions are met.

The changes are a Grey Dyke proposal at the moment, to be discussed with Premier League clubs, it's pretty obvious who will be for it and who will be against it.

Assuming they were being adopted today we would have to sell 4 non home-grown players, but as we want to get rid of Adebayor, Capoue, Chiriches, Kaboul, Paulinho plus possible Soldado if we can and possibly Stambouli then we would be OK, we just wouldn't be able to replace them with imported players.
